Drama in the Senate Judiciary Meeting

Answering the Question, ‘What’s Important?’
Barrington, RI:Barbara Holmes, Chair of the Republican Conservative Caucus of the RI GOP, cheered the parliamentary move made at last night’s meeting of the RI Senate Judiciary Committee. Senate Minority Leader Dennis Algiere and Minority Leader Elaine Morgan entered the hearing on the senate’s version of the Reproductive Health Care Act (Senate Bill No. 152 Sub A). The two Ex-Officio members of the Committee intended to vote on the Bill under discussion. “Their votes would have killed the Bill, of course.” RCC Chair Holmes pointed out with satisfaction. Facing that potential defeat, Judiciary Committee Chair, Erin Lynch Prata hastily concluded the proceedings, claiming she was transferring jurisdiction to the Health and Human Services Committee.
“According to published RI Senate Rules, such a change of Committee assignment for a bill can only be made on the Floor of the Senate while it is in session.” Holmes noted. Thus the personal initiative taken by Sen. Lynch Prata seems to have been outside her authority as Judiciary Committee Chair. “The Senate Leadership happily broke its own standing rules in order to save this Birthday Abortion Bill from certain defeat.” Holmes concluded.
In fact a number of commentators and many onlookers at the abbreviated Committee Meeting all were presented with an example of how the ruling class is willing to break its standing rules in order to achieve its ends. “The Party Line spouted by Senate Leadership states that this bill was intended to codify Roe v. Wade protections in the face of possible review of that US Supreme Court decision.” Barbara Holmes said. “That’s baloney!” She continued. “This Bill would take elective abortions to draconian new levels of permissiveness.” Holmes thesis is that you can always tell what people think is important by simply looking at what they do. “People always do what they think is Important and ignore what they regard as Unimportant.” Holmes emphasized. “That’s exactly what happened here, on both sides of the aisle: The Ruling Class went to unbelievable lengths to preserve their anti-life legislation and the Republican Minority fought just as hard to defeat it.” Should this question be resolved by Referendum in 2020?
