Woonsocket Police Chief Thomas Oates told 12 News officers were called to the Main Street building to investigate reports of a shooting.
Oates said the officers entered the building and found a tenant on the ground in front of his second-floor apartment suffering from several gunshot wounds.
Investigators believe the victim, a 32-year-old man, got into an argument with another tenant on the third floor prior to the shooting.
The shooter returned to his third-floor apartment after the shooting and locked himself inside, according to Oates.
Officers tried to convince the suspect, identified by Oates as a 57-year-old man, to surrender peacefully through the locked door.
Oates said the officers forced their way into the apartment after hearing a gunshot from the other side of the door and discovered that the suspect had shot himself. He was rushed to Landmark Medical Center where he was pronounced dead.
The victim was brought to Rhode Island Hospital where he remains in critical condition.
It is believed both the suspect and victim knew each other and this was an isolated incident.
