Medicaid Sr. Policy Analyst

HCH Enterprises is seeking a Senior Medicaid Policy Analyst to join our healthcare consulting team in supporting the RI Medicaid Organization at the Department of Health and Human Services.

Under the general direction of a Senior Associate or Principal, the Senior Medicaid Policy Analyst will be responsible for developing written policy analysis, including writing and research activities by identifying, obtaining, organizing and analyzing quantitative and qualitative data from internal and external resources, including stakeholders and subject matter experts, reviewing academic and professional literature, and gathering information from multiple sources on the costs, utilization, quality and access to health care and human services.

The ideal candidate should possess strong policy evaluation skills, comprehension of Medicaid and healthcare principles, project management skills, excellent written communication skills and the ability to juggle multiple simultaneous priorities. Candidate should be an independent self-starter with confidence to lead conversations and drive decision-making. The position will require a strong facilitation among various strong personalities.

Responsibilities include:

  • Perform policy analyses of health care and human services topics and issues, which will typically require an understanding of the project’s goals, the policy context including state and federal legislation, regulations, and policies, and the ability to combine and synthesize data and information from multiple sources.
  • Prepare written summaries and reports of policy and data analyses and provide input to written reports and other materials in easily understood formats for both internal and external distribution. Such written reports shall require the candidate to:
  • Determine the benefits and drawbacks of existing and proposed policies
  • Propose suggestions to improve the effects of policies
  • Identify legal flaws in existing or proposed policies and recommend amendments
  • Draft and amend policies as required
  • Liaise with stakeholders and subject matter experts to determine specific needs, goals, and constraints of policies
  • Gather, analyze, and organize qualitative and quantitative data that can be utilized to inform and facilitate decision making
  • Analyze market trends and information from a wide variety of sources, including federal agencies, state agencies, insurers, health care providers, human services providers, academic and professional journals, professional organizations, foundations, news outlets, blogs, consulting project clients and consulting project partners.
  • Assess the quality of the data obtained by analyzing the data for missing data and/or inconsistencies and, as needed, assist with the development and implementation of methods to improve the quality of the data by obtaining missing values, resolving inconsistencies or excluding selected data from analyses.
  • Analyze and communicate project status effectively to project leadership
  • Perform other duties as required.

QUALIFICATIONS:

Education

  • Master’s degree in a relevant discipline (e.g. public policy, law, public health, health economics, public or business administration with a concentration in health care); or equivalent.

Experience

  • 5+ years of related work experience. Required work experience may include internships or research assistant roles requiring analysis, writing or research.

Skills & Abilities

  • Demonstrated ability to conduct thoughtful and accurate analysis, research and writing in a relevant discipline.
  • Demonstrated ability to produce thorough, accurate results and to meet project milestones and deadlines.
  • Ability to learn new issues quickly.

  • Working knowledge of the legal aspects affecting healthcare policies.
